Phillips County was created on March 27, 1889 and was split from Logan County. The county was named for R.O. Phillips. The county seat is Holyoke.

Phillips County is bordered by Sedgwick County (north), Perkins County, Nebraska ( northeast), Chase County, Nebraska ( east), Yuma County (south), Logan County (west).
